BYLAWS OF THE

OSBOURN PARK HIGH SCHOOL BAND BOOSTERS

 

ARTICLE I

Name

The name of the organization shall be the Osbourn Park High School Band Boosters.

 

ARTICLE II

Purpose, Goals, Objectives

 

Section 1.  Purpose:  To provide supplemental, moral and financial support to the established OPHS Band Program. 

 

Section 2.  Goals:

  1. To support the OPHS Band Director in facilitating both the music program and the goals/objectives of OPHS;
  2. To develop pride in OPHS;
  3. To encourage maximum participation in the band program;
  4. To enrich the musical and personal experiences of the band musicians; and
  5. To contribute to an improved quality of life at OPHS. 

 

Section 3.  Objectives: 

  1. To involve all band parents in the growth of their children and the band program;
  2. To enlist the support of the local community (school, business, private) in supporting the band program;
  3. To establish an outreach effort for feeder programs in middle schools; and,
  4. To raise monies in support of:
    1. Eliminating the band uniform debt, and/or advance funding of replacement band uniforms;
    2. Providing music students with the enriching experiences of involvement in competitions, camps, shows, trips, etc.;
    3. Establishing a scholarship program and recognition program for all. 

 

ARTICLE III

Members

The membership of this organization is open to all parents, staff, and persons in the community who desire to support the OPHS Band.

 


 

ARTICLE IV

Officers

Section 1.  The officers of the Band Boosters shall consist of a President, Vice-President, Secretary, and Treasurer.  These officers shall perform the duties prescribed by these bylaws and with the authority granted by the Band Boosters.

 

Section 2.  The officers shall be elected by majority vote of Band Boosters members in good standing who are present at the May annual meeting.  Officers shall serve for one year or until their successors are elected and their terms of office shall begin transition at the close of the annual meeting in May. 

 

Section 3.  In the event an officer or committee chairperson vacates his office, for whatever reason, the Executive Committee, by majority vote, shall elect a person to serve the remaining term of that officer or chairperson. 

 

Section 4.  No member shall hold more than one office at a time. 

 

Section 5.  At the first regular meeting held in March, a nominating committee of three to five (3-5) members shall be appointed by the Executive Committee.  It shall be the duty of this committee to nominate candidates for all offices.  Elections shall be held annually at the regular meeting in May. 

 

ARTICLE V

Meetings

 

Section 1.  The regular meetings of the Band Boosters shall be held in the months of September, December, March and May, inclusive, unless otherwise ordered by a majority of the Band Booster membership or by the Executive Committee. 

 

Section 2.  The regular meeting held at the final concert of the school year shall be for the purpose of electing officers, reviewing reports of officers and committees, and for any other business that may arise. 

 

Section 3.  Special meetings can be called by the President or by the Executive Committee. 

 

Section 4.  Meetings may be canceled/rescinded at the discretion of the President. 


ARTICLE VI

The Executive Committee

 

Section 1.  The officers of the Band Boosters shall constitute the Executive Committee of the Band Boosters.  Ex officio membership shall include, but not be limited to, the Band Directors and student representatives acting in an advisory capacity.  The immediate past President of the Band Boosters shall be a non-voting member of the Executive Committee. 

 

Sections 2.  Special meetings of the Committee can be called by the President. 

 

Section 3.  The Executive Committee shall have full voting privileges and shall have responsibility for supervision of the affairs of the Band Boosters, make recommendations to the Band Boosters, and shall perform other duties as are specified by these bylaws. 

 

Section 4.  All members of the Committee are officers of the Band Boosters who are selected by a majority vote, as stated in ARTICLE IV, Section 2, except for the following non-voting members: 

A.     Student Representatives:  One student representative, and an alternative, from each Band shall be appointed by the respective Band Director. 

B.     Band Representatives:  Director(s) of OPHS Bands. 

C.     Immediate past President of the Band Boosters. 

 

Section 5.  All official actions of the Executive Committee shall be approved by a majority vote of that committee.  In the event of a tie vote, the President shall make the decision. 

 

Section 6.  The President, or in his absence the Vice-President, is authorized to sign all official Band Booster documents after compliance with Section 5, above. 

 

ARTICLE VII

Organization Structure

 

Section 1.  Organization of the Band Boosters is based on a committee structure. 

 

Executive Committee

 

President               Vice-President               Treasurer               Secretary

 

Section 2.  Number and types of Committees shall vary with the needs of the organization, as determined by the Executive Committee.

 

Section 3.  A representative of the Executive Committee shall be a member of each of the operating committees to provide a two-way communication link between the Executive Committee and the operating committees. 

 

Section 4.  Chairpersons of the various committees shall be elected by the membership at the initial parent meeting. 

 

ARTICLE VIII

Duties and Responsibilities

 

Section 1.  The Executive Committee shall have the responsibility and authority to perform the following: 

  1. Approve and coordinate fund-raising activities;
  2. Assure continuance of major activities which will benefit the band program;
  3. Approve, in advance, all disbursement of Band Booster monies, and provide written notification of such approval to both the requestor and the Treasurer;
  4. Approve a yearly budget as proposed by Finance Committee;
  5. Appoint special committees, as needed; and,
  6. Take any other actions deemed necessary which are consistent with Purpose, Goals, and Objectives stated in ARTICLE II. 

 

Section 2.  The President shall perform the following: 

  1. Direct the affairs and carry out the program of the Band Boosters and the Executive Committee;
  2. Preside at all meetings;
  3. Assume overall responsibility for all activities of the Band Boosters;
  4. In the absence of the Treasurer, sign all Band Booster checks; and,

 

Section 3.  The Vice-President shall perform the following duties: 

  1. Act for the President, if the President is unable to service;
  2. Preside at all meetings, if the President is unable to preside;
  3. Perform duties as assigned by the President; and,

 

Section 4.  The Secretary shall perform the following duties: 

  1. Record the minutes of the Band Boosters meetings and the general meetings, and present these minutes for approval at the next regular meeting;
  2. Notify Band Booster members of meeting dates by way website or email;
  3. Be the custodian of all official Band Booster records, other than the accounting records; and,

 

Section 5.  The Treasurer shall perform the following duties: 

  1. Maintain a checkbook/banking balance of all Band Booster Funds; sign all Band Booster checks;
  2. Provide the Executive Committee and the Band Boosters with periodic reports of the financial status, as required by the Executive Committee;
  3. Ensure an annual audit of Band Booster accounts is conducted and presented to the Band Boosters at the regular May meeting.  The audit shall be conducted by two Band Booster members who are appointed by the Executive Committee;
  4. Maintain all financial records of the Band Boosters;
  5. Shall disburse monies only with the prior approval of the Executive Committee; and

 

Section 6.  The Band Director(s) shall perform the following: 

  1. Act as resource personnel to the Executive Committee;
  2. Serve as advisor(s) to the Executive Committee;
  3. Maintain continuity between the school and the Band Boosters in the areas of needs, desires, concerns, policies, and procedures;
  4. At least one Band Director shall attend all Band Booster meetings, if at all possible; and,
  5. Band Director(s) may recommend projects for funding by the Band Boosters, but shall not spend Band Booster monies without the prior permission of the Executive Committee. 

 

Section 7.  The students on the Executive Committee shall perform the following: 

  1. Act as liaison between students and the Committee;
  2. Serve as resource personnel; and,
  3. Attend all regular Band Booster meetings, if at all possible.
